As a part of running the open source projects, I have tried to keep the cost of entry low. Unfortunately, when doing web services for .net, there has been few options for a true IDE. #develop is a great start to developing without Visual Studio. Currently, they are focusing on non-ASP.NET development. Another good tool (the one we are currently using) is Web Matrix.
